Clues are scarce, mentioning rocks in parks. Having previously interacted with Emit at the Willow Creek park provides a helpful starting point. Search the park's rocky areas for a distinctive rock containing what appears to be diamonds. Interact with the rock to unearth the Special Time Capsule.
