Complete Ghost Town
Ghost Town kicks off after the Playing for Time quest at the beginning of Act 2. You'll meet Johnny Silverhand's old flame, Rogue Amendiares, at the Afterlife, who'll direct you to Panam Palmer. Initially, your encounter with Panam might not be the warmest, but helping her can turn things around. Start by agreeing to accompany her to Rocky Ridge to retrieve her car from the Raffen.
Your approach—stealth or guns blazing—doesn't matter, but what's crucial is supporting Panam when she seeks vengeance against Nash. When she mentions her crusade, choose: "OK. So where’s this hideout?" This choice leads you both to the Raffen Shiv hideout to take down Nash and his crew. After the mission, ask Panam, "Feel better now?" and celebrate at the Sunset Motel's bar with a toast: "[Drink] To your ride!" or "[Drink] To what’s ahead!"

After the mission, respond to Panam's message with, "Maybe Mitch was right. You should go back. Settle everything once and for all." Wait a few in-game hours or days, completing other missions until Panam calls you to start Riders of the Storm. Make sure to head to the Aldecaldos Camp within 24 in-game hours, or you'll miss out on Panam's romance quests.

Your mission is to infiltrate the Wraith compound and save Saul. Whether you choose stealth or go in loud doesn't matter; focus on reaching the basement to rescue him. After escaping the compound and into the sandstorm, mediate the argument between Panam and Saul with, "Let’s take it easy – you’re both tired," or "Shitty idea, Panam’s right."
This gives you and Panam some alone time, where you can flirt by saying, "Pleased with your stay, ma’am?", "You’d be more comfortable with your shoes off, ma’am," and "[Touch Panam’s thigh] Got a few ideas." Although Panam might reject your advances initially, the next morning, stop her before she leaves and choose, "[Stop Panam] Wait. About last night…" This leads to a kiss and Johnny's approval as you watch Panam ride off into the Badlands.
Complete With a Little Help from My Friends
After a few in-game days, Panam will call you back to the Aldecaldos Camp for the mission With a Little Help from My Friends. Agree to help by selecting, "OK, I’m in," and opt to ride with her by choosing, "I’m riding with you."
At the trainyard, climb the communications tower with Panam and engage in a heartfelt conversation, choosing options like "[Stand by window] Missed you," "So let’s start," "Great plan. What went wrong?", "So far, so good," "Why’s it different with me?", and "[Touch Panam’s hand] Next time, try following that impulse."
After leaving the tower, join the Aldecaldos campfire and choose "[Scooch closer] Gotten kinda cold" to further your romantic connection. Complete the mission as directed.
Complete Queen of the Highway
Following With a Little Help from My Friends, wait an in-game day away from the camp before returning after Panam's call. Enter the Basilisk with her and flirt by saying, "Nice and cozy in here."
After the Basilisk battle and syncing your synapses, choose "[Let Panam touch you] Oh, yeah. Let’s go," leading to a pivotal romantic scene. Back at the camp, continue the dialogue with, "[Drink] Listen, what happened in the Basilisk…", "I’d love to. But I can’t," and "[Stand] I’ll think it over, I promise."
After waking from the Relic's malfunction, agree to stay with the Aldecaldos by saying, "I can stay for a bit. Thanks." As you walk to your vehicle with Panam, respond with, "Honestly?
