First, you need to complete the "Where Winds Return to Celestial Realms" quest in Wuthering Waves. This exploration quest takes place in the Shores of Last Breath and focuses on combat. While it's manageable to finish in one go, it does require some time. Completing this quest is crucial, as the arena for Nightmare Tempest Mephis remains inaccessible without it.
